The electronic documents system has well supported theadministration and direction of the provincial leaders and is an indispensabletool in the work of state agencies as well as officials, public servants andofficials in theprovince.
According to Chairman of Tay Hoa District People's Committee,Mr. Nguyen Tan Chan, using e-documents in transactions, connections betweendepartments, between citizens and the organization will create a smooth,convenient linking, content will be conveyed more quickly and accurately. This item is interested in the direction ofTay Hoa district to implement well, organize training to improvequalifications, catch up with the new situation.
In order to promote the use of e-text in state administrativeagencies, to improve the efficiency and transparency of the administrativesystem, the Provincial People's Committee has issued many documents guiding theimplementation, ensuring the connection of documents, copies among state administrative agencies.
So far, 100% of departments, branches anddistrict people's committees have completed the link of electronic text; the interconnection via axes isguaranteed to 4 levels (particularly communal level shared with districtlevel). 100% of agencies, units and People's Committees of districts have beenissued digital certificates. Sending and receiving electronic text through the documentmanagement system is operated interconnection axes.
All departments, branches and localities use operating documentmanagement software and are connected to the axis, basically operate stably andmeet work requirements. The rate of cadres using document management softwaresystem is on average 87%. The rate of electronic documents exchanges on the internet reaches an averageof 86%.
According to Mr. Le Ty Khanh, Deputy Director of theDepartment of Information and Communications, it is important to raise the awareness of leaders andcadres of departments,branches and units for the use of the shared system in handling interconnecteddocuments, exchanging jobs through the network and processing documents andadministrative procedures without limitation. In order to increase using electronic text and inter-officeelectronic system, improve the efficiency in the direction and administrationwork, gradually reduce the time, documents, administrative documents, and saveexpenses, the province has directed and led the People's Committees ofdistricts, towns and city to strengthen and regularly direct the departments andPeople's Committees of communes, wards and townships to thoroughly announceto all officials andemployees in agencies, units, and local authorities to improve the efficiency of usingofficial documents to send and receive administrative documents.
“However, to meet the requirements of using e-text documents,there are still many things to do such as: Improving the institutional system,relevant regulations and rules; continue to complete in terms of information technologytechnical infrastructure; raise the awareness, responsibility and determinationof the head in promoting the use of electronic text and applying digitalsignatures in the activities of state administrative agencies; advising andrecommending teams and individuals to do well and criticizing and handlingresponsibilities for cases of not performing well in this field," Vice Chairman ofthe PPC, Mr.Tran Huu Thesaid.
