Socialsecurity policy for ethnic minority areas has gradually grown, the naturalpopulation growth rate is 1.3%; The percentage of trained workers accounts for45%, creating jobs for annual workers from 3,500-4,000 people. The averageannual GDP growth rate in the mountainous areas reaches from 13.5-14%, the percapita GDP in the mountainous areas is from VND 24-28 million/person, in areaswith ethnic minorities living nearly 14 million VND/person (particularly ethnicminorities from 8-10 million VND). The economic structure has gradually shiftedtowards industry, trade and services. The material and spiritual life of themountainous people has been improved, equality among ethnic groups is respectedand promoted, solidarity of the whole people has been strengthened, politicalsecurity has been maintained, contributing to with respect to the overallachievements of the province.
Currently,100% of communes in ethnic minority areas have commune health stations; Thesystem of medical stations is being invested in new construction, upgrading,expanding and supplementing medical equipment, strengthening the medical staffand doctors on the basis to contribute to improving the quality of health care forthe people. More than 654,860 health insurance cards were issued to the poorand ethnic minorities in the areas with difficult socio-econo conditions.
Thetotal investment capital of programs, projects and policies in the 2014-2019period was raised, as follows: Program 135 under Project 2 National targetprogram on sustainable poverty reduction with the total implemented capital theperiod of 2014-2019 is over VND 196 billion. The project on socio-econo developmentfor fast and sustainable poverty reduction in Dong Xuan and Song Hinh districtsin the period of 2013-2017 was approved by the Provincial People's Committeewith a total investment of VND 317.8 billion. The policy of direct support forpoor households in disadvantaged areas from 2014-2018 has supported nearly309,000 poor households with a total budget of over 30.2 billion dong.
Targetedsupport from the central budget to support residential land, productive land,daily-life water and socio-econo development in ethnic minority and mountainousareas in the 2017-2020 period in the province is 16.1 billion copper. Thepolicy of lending capital to ethnic minority households in extremely difficultcommunes and villages by the end of 2018 has a total outstanding loan of over21.9 billion dongs for more than 950 ethnic minority households borrowingcapital to develop production and support jobs transition, erasing temporaryhouses, doing business ...
Promotingthe role of prestigious people in ethnic minority people with the cause ofnational construction and defense, now there are 119 prestigious people in thewhole province, well-organized regimes and policies for reputable people. From2014 to present, information, knowledge dissemination and material support,spiritual encouragement have been provided for prestigious people with a budgetof 3.5 billion VND; monthly allowance for prestigious people with a norm of 0.2according to the minimum wage from the provincial budget as prescribed by theCentral.
Promotingthe results achieved in recent years, with absolute confidence in theleadership of the Party and State; ethnic minorities people in the provincewill continue to promote the patriotic tradition, unite, strive for creativelabor, actively respond to the movements of emulation, economic development,poverty reduction and legitimate enrichment; maintaining national defense andsecurity, building an increasingly rich and beautiful village, contributingwith the people of the province to successfully implement the cause ofindustrialization and modernization for the goal of "rich people, strongcountry, democracy, righteous, civilized".
