After more than 10 years of deploying the policyof land and forest allocation in mountainous areas, the entire province hasjust implemented forestry land allocation so far. However, this task still hasnumerous difficulties to overcome.

The task of land and forest allocation in the province is implemented inaccordance with the Government’s Decree No. 163/1999/ND-CP dated November 16th,1999. This policy aims to protect forests and reduce poverty for people livingnear forests. Beneficiaries are poor households, ethnic minority households andthose in need. They are assigned at least 2 ha of land with the certificate ofland use right without any taxes and fees.
According to the Department of Agriculture and rural development (DARD),this policy concludes two parts of forestry land allocation and forestallocation. The province has just implemented forestry land allocation.Particularly, allocating more than 92.000 ha to the Protection forest managementboard, more than 83 ha to foreign enterprises, nearly 44.000 ha to individualhouseholds, 8.6 hectares to community, 4.381 ha to armed forces, more than58.680ha to communal People's Committees and nearly 7.000ha to otherorganizations. There are 1.534 ethnic minority households allocated more than17.130ha, accounting for 42% of the total allocated area.
Mr. Nguyen Ly Nguyen, the DARD Deputy Director, lets known: Phu Yen has notbeen able to deploy the forest allocation because it has not yet been able tocount the number of forest trees and determine price of each type of tree onthe allocated land. In fact, the beneficiaries of forest allocation are alsoafraid of risks and do not want to receive land because this policy binds theyto compensate in case of trees being die or lost.
According to Mr. Ksor Y Phao, Head of the Ethnic Division of Song Hinhdistrict, the locality has only allocated 1.200ha of forestry land to 345ethnic minority households. None of the ethnic households or community hasreceived forest because of customs and culture of each ethnic group.
Mrs. Ma Kip in Phu Mo commune (Dong Xuan district) shared: If the forest isallocated, the State will support fund for protecting and looking after it. Butthe vast forest has numerous precious trees; unfortunately, if they are cutdown or exploited illegally, people can’t afford compensation.
Mr. Vu Cong Tam, Head of Forest Protection Division of Dong Xuan district,said: This policy has two phases of from 2005 to before and from 2006 topresent. In Dong Xuan district, from 2005 to before, more than 11.558ha hasbeen allocated to 931 households.
Over time, people's demand for productive land has increased. In responseto this demand, the PPPC issued the Decision No.317/QD-UBND and Decision No.318/QD-UBND to recover 12.571ha of Dong Xuan Protection forest management boardto people in communes of Da Loc, Xuan Quang 1, Phu Mo and Xuan Lanh.
However, the district has only handed over land to People's Committees ofabove communes and they can not assign to each beneficiary household yet due tolack of funds for measurement.
Mr. Pham Ngoc Cong, Head of Ethnic Minority Board of the provincialPeople's Council, told: In the coming time, in order for this policy to beeffective, localities should review the situation of using forestry land andbeneficiaries. The PPC has just approved the project of allocating, leasing andrecovering forestry land in the period of 2018-2025 with a budget of over 50billion dongs, including a part for measuring.
With too poor households which can’t afford fertilizers and seeds to plantforests on the allocated land, the local authorities should use funds ofproduction support for ethnic minorities from the Program 135 to resolve.
