According to the Provincial People's Committee,implementing financial mechanisms and policies for state-owned enterprisesrenovation, therelated departments andagencies as well as state-owned enterprises established by the Provincial People's Committee continueto strictly conduct the provisions of the province on overseeing the contents of management, use of state capital and assets at theenterprises; capitalpreservation and business development; business activities of enterprises andthe implementation of policies for employees in enterprises, including thecontents of expenses for salaries and incomes of laborers and managers ofenterprises.

Notably, the Provincial Tax Department has implemented anumber of contents to remove difficulties and facilitate taxpayers; thereby, cutting the execution time by about420 hours; the number of hours of tax administrative procedures has beenreduced from 537 hours to only 117 hours, and at the same time, it has reduced8 times of registering and paying value-added tax, reduced 4 times of submitting temporary tax declarations...

Vice Chairman of the Provincial People's Committee,Mr. Tran Huu The saidthat Phu Yen province has effectively implemented public financial reforms through handing over to public service providers withfree state-owned careerand self-responsibility in the use of payrolls and business internal spending fees.Thereby, many units have tightened the management of public assets, savedfunding for units, increased income for employees. The Provincial People'sCommittee issued Directive 12 on restructuring the state budget and managingpublic debt according to Resolution 07 of the Politburo; directing the conversionof 10% of the number of officials to the mechanism of autonomy,self-responsibility and socialization, wage payment from non-business revenuesin non-business units; at the same time, to transform thenon-business units which are performing the task of providing public-utilityservices in the province to the operation of enterprises and cooperatives. Sofar, 100% of stateadministrative agencies at the provincial, district and communal levels have implementedthe mechanism of autonomy and self-responsibility in using payrolls and administrativemanagement funding according to the Government's Decree No. 130....
