At the beginning of the provincialre-establishment, with numerous difficulties, Phu Yen's economy had a lowstarting point such as: Total budget revenue was less than 30 billion dongs,total social products in the province was 425,9 billion dongs, nationalproduction income was 214,1 billion dongs (based on the price in 1989);numerous mountainous areas and coastal areas often suffered from hunger;transport infrastructure was weak and insufficient, travelling was still difficult,some places were even isolated; the staff of cadres, especially scientific andtechnical ones, state and economic management ones in some areas have not yetmet requirements of the renovation process.

After 30 years, Phu Yen economy has had strong development, the economicgrowth rate in each period always maintained at a fairly high level and theeconomic structuring is in the right direction; especially, economic growthonce reached over 14%. In 2018, the province's Gross Regional Domestic Product(GRDP) reached 24.925 billion dongs, GRDP average growth rate in the period of1990-2018 reached 9% per year. The total social investment capital reached15.822 billion dongs by the end of 2018 and accumulated to 126.970 billiondongs by 2018. There are 2.992 enterprises operating in the province with anaverage growth rate of 16,6% per year. The province has established keyeconomic areas such as South Phu Yen economic zone, Hi-tech agricultural zoneand Industrial zones of An Phu, Hoa Hiep and Northeast Song Cau..., which ismotivation for economic development.

It can be said that after 30 years, Phu Yen has made great progress,creating important foundations to motivate the province's strong development inthe coming time. This result is thanks to tireless efforts of the Party,government and people of all ethnic groups in the province through periods.

With foundations and motivations that the province has built over the past30 years, the current important issue of Phu Yen is how to effectively takeadvantage of these foundations in the political and economic context of thecountry and foreign to overcome shortcomings and develop the province quicklyand sustainably.

In development issue, the province's objective is both to attractinvestment resources for economic development and to ensure benefits, improvequality of life for the local people. People are the main ones to enjoydevelopment achievements of the province; do not let anyone be left behind inthe development process. Currently, Phu Yen has converged numerous conditionsfor development, especially advantages of geographical location, land andsynchronous infrastructure. Therefore, the province shouldn’t be impatient inattracting development investment but should build Phu Yen carefully andmethodically into a worth-living land with high quality life and sustainableeconomic development.

On basis of these two main points of view, it is necessary to set somemajor orientations:
Firstly, review and build socio-econo planning of the province forwardssustainable development in long-term vision based on the following factors:using existing advantages of the province in development trend of the wholecountry and the international economy (in context of the trade war between theUnited States and China, there is a shift of large corporations into Vietnam.Phu Yen has geographical advantages of being near Northern Van Phong, havingairport which is expectedly upgraded, convenient road connection and advantagesin developing tourism and agriculture... How do Phu Yen seize thisopportunity?), responding well with climate change and environmental issues.

Secondly, improve quality of state management, especially in building staffof cadres and civil servants with quality in both ethics and qualifications.Thereby,  building a modern, transparentadministration and a good investment environment to promote socio-econodevelopment.

Thirdly, focus on attracting social resources to invest in infrastructuredevelopment and social sectors, especially in fields of health, education andculture which are essential and basic needs to improve  quality of people's life. Currently, publicinvestment only basically meets needs of people. Therefore, in order to develophigh quality education and health, it is necessary to mobilize social resourcesto participate in these fields. The province with its advantages can developinto a high education area with international quality as well as developinternational hospitals and high quality nursing centers.

Fourthly, protect the environment and respond to climate change. In thecurrent context, it is necessary to protect our environment in order to developtourism and ensure quality of life. In addition not to littering, it is moreimportant to protect the living environment, including urban management, wastemanagement, environmental infrastructure development, planting trees, not usingdisposable plastic products... This is a big issue, needing participation ofthe Party, government and especially people for their own benefits.

Fifthly, preserve and promote cultural heritage values, including tangibleand intangible ones. The cultural heritages are not only historical but alsohave the breath of the age, becoming an part of contemporary life. Thepreservation and promotion of these heritages contribute to sustainabledevelopment; simultaneously, affirming the uniqueness and development historyof  ethnic groups in the province.

Through 30 years, the previous generations have left us an importantfoundation. The mission of today's generation is to maximize those values anddetermine the development orientation in order for Phu Yen to developsustainably and for people to have a prosperous and happy life, enjoy highquality life.
