Phu Yen province has approved theproject of "Restructuring the agriculture sector towards increasing addedvalue and developing sustainably by 2020, vision to 2030". Also, theprovincial Party Committee has issued the Action Program No.08-CTr/TU datedApril 26th, 2017 on leadership of restructuring the agriculturesector and continuing to implement the National Target Program on new ruralconstruction. These are premise for the provincial agriculture sector todevelop sustainably.

Inthe past 30 years, agricultural production has been promoted and graduallydeveloped in a comprehensive and modernway. The agriculture gross regional domestic product (GRDP) in the past 30years reached an average of 13,5% per year, production value increased by 17,4%per year; result of restructuring from 2015 to 2018 achieved an average growthrate of 5,2% per year. The proportion of agriculture sector in the provincialeconomic structure has shifted in the right direction, decreased from 28,7% (in2011) to 24,5% (in 2018); the agricultural structure has shifted towardspromoting advantages, being suitable to market demand and adapting to climatechange. The proportion of aquatic production value increased from 32,5% in 2011to 37,78% in 2018; the proportion of agro-forestry production value decreasedfrom 67,5% in 2011 to 62,22% in 2018.
Life of ruralpeople has been increasingly improved with the average income per capita inrural area in 2017 of 26,2 million dongs which is 2,9 times higher than in2008. The rate of poor households in rural area continued to decline rapidlyfrom 14,56% in 2008 to 7,1% in 2018. Farmers have been promoting their role,actively restructuring production and applying science and technology andjoining agricultural product value chain.
Inparticular, after 8 years of implementing the National target program on newrural construction, numerous projects oftraffic, irrigation, water supply, electricity, school... have been completedand put into use which creates conditions to expand production, develop economyand improve rural appearance. Up to now, 47 out of 88 communes in the provincehave reached new rural standards with 15,83 criteria per commune on average. 3out of 9 units at district level have 100% of communes recognized as new ruralstandards. The province strives that in 2019, Tay Hoa and Phu Hoa districtswill reach new rural standards.
The generalobjective of the province in the coming time is to continue developing comprehensivelythe agriculture sector towards modernizing, integrating, adapting to climatechange (climate change), improving added value and developing sustainablyassociated with new rural construction; improving farmers' lives, contributingto poverty reduction, ecological environment protection and national security.Simultaneously, implementing specific objectives that by 2020 added value ofthe whole sector reaches at least 3,5% per year; average income per capita inrural area increases at least 1,2 times compared to 2017; more than 65% ofcommunes reach new rural standards; forest coverage rate reaches 45%; most ofthe rural residents can use hygienic water.
As forfishery field, continuing to restructure production towards reducingexploitation proportion; promoting offshore exploitation, investing inmodernizing processing and preserving equipment to reduce post-harvest losses,improving product quality, especially ocean tuna; organizing production at seaaccording to the cooperation model between exploiting - supplying logisticservices and purchasing at sea - processing aquatic products. Exploitation mustbe associated with protection and development of resources and nationalsecurity and defense; strictly implementing regulations on fishing and traceabilityof aquatic resources; striving to increase added value of fisheries sector from5,5 to 6,0% per year.
Inparticular, the province continues to deploy strongly and synchronously thenational target program on new rural construction in the period of 2016-2020,striving to achieve the target that over 65% of communes reaches the new ruralcriteria by 2020 and there are 2 districts meeting criteria of new ruraldistricts.
