An NghiepAgriculture Cooperative (Tuy An district) is supported with VND 60 million(equivalent to 50% of the total capital) from new rural capital to buy strawrollers and get preferential loans under Decision 68 and Decree 55 with theamount of more than 1.7 billion. Mr. Tran Tan Khoa, Director of thiscooperative said: Currently the cooperative has 2 straw rollers, 4 small plowsand 2 large plows, 1 combine harvester with system of warehouses and dryingyards. From here, the cooperative opened many services for people to use forproduction. Although cooperatives are purely agricultural which only supportproduction services, but the annual turnover of cooperatives reaches over 3billion VND.
According toMr. Le Thanh Lam, Chairman of the Provincial Cooperative Alliance, about 2-3years ago, the loan is still a knotty problem for cooperatives. Thecooperatives were ineligible to access bank loans due to lack of collateral andinability to explain business plans. For over a year, this situation hasimproved, banks have "opened up" to cooperatives. The cooperativesalso step by step raise their awareness, gradually eradicate their prioritythinking in order to improve more in the direction of operation, increase theability to meet the beneficiary conditions as well as the responsibility to payback capital after the loan term expires. In the past time, along withcooperatives, the Union also cooperated with the Social Policy Bank of Phu Yenbranch to sponsor 8 cooperatives with over VND 1.8 billion from the employmentsupport program.
