In the spirit ofsharing and accompanying with businesses, during the past time, Phu Yenprovince has caught the problems and listened to the opinions of the businesscommunity, especially the comments on implementing investment procedures.Efforts of departments, sectors and localities in the province initially broughtpositive effects; the relationship between businesses and authorities at alllevels has been increasingly open, more friendly and also received manypositive feedback from business community.

In recent years, the administrative procedure reform has beenpaid special attention to implement by the Provincial People's Committee andachieved many positive results.

Specifically, the Provincial People's Committee has completedstandardizing administrative procedures under the jurisdiction of 3 levels,with 1,916 procedures published; issued 2 decisions on the list ofadministrative documents to receive and return results through public postalservices in 17 departments, branches, 9 District People's Committees and 77 CommunalPeople's Committees; announced 921 Administrative procedures provided online atlevel 3, level 4; directed to shorten the time for settling administrativeprocedures related to production, business and investment activities ofenterprises with 485 over 1,916 administrative procedures.

Up to now, 9 out of 9 districts, towns and cities have takenmeasurements of cadastral mapping, planned land use; land procedures have beencut by 30%; settlement time is also reduced by more than 30% compared tobefore. These results are recognized by business community, contributing toimproving the DDCI index.

According to Mr. Tran Van Tan, Deputy Director of Departmentof Planning and Investment, the Department of Planning and Investment hasrecently integrated procedures to assess land use needs, land allocation andland lease in the step of appraising investment policies; shortening the timeto resolve the procedures for deciding investment policies of the ProvincialPeople's Committee is 18 working days (Government regulation is 35 workingdays), which is strongly welcomed and supported by organizations andbusinesses.
Mr. Phan Viet Khanh, Director of Bac A Bank in Phu Yen Branch,let known: “I see administrative procedure in Phu Yen province extremely good. InPhu Yen, when I applied for a permit to change the business location which wassolved very quickly, especially, for the procedures of the State Bank, theprovince was very supportive. Besides, the service attitude of officials anddirect specialists has also been significantly improved”.

Sharing this issue, Mr. Le Hoang Thong, Deputy Director ofBich Hop Limited Company, said that the departments and branches have madegreat changes in contacting and facilitating businesses; improved businessenvironment; the professional qualifications of the direct parts of the dossierhave been significantly improved. "We expect the next time the provincewill develop further, create more favorable conditions for business community",Mr. Thong expressed.

However, in addition to the positive and progressive effortsin the administrative procedure reform of the province recognized and highlyappreciated by business community, many businesses and individuals believe thatthe progress of the departments, branches and localities is still incomplete.Somewhere is still indifferent, irresponsible when contacting, dealing withindividuals and businesses. Therefore, it is necessary to continue to remindand pay attention to improve.

According to Dr. Nguyen Duc Nhat, Head of the DDCI ResearchGroup in Phu Yen province, Phu Yen's continuing to implement DDCI assessment isa show of concern, a desire to listen to opinions from enterprise community.Many enterprises have recognized the reform efforts of departments, branchesand localities and had many positive feedbacks for the province to do better inthe following years.

“When the enterprise community are very interested in theprovincial policies, they will be willing to join hands with the province toimprove many indicators, including the DDCI index. The research team is verysupportive to the province with the spirit of business community," saidDr. Nguyen Duc Nhat.
