TheUnofficial Cost Index (UCI) is one of eight component indexes of theDepartment, Department and Local Competitiveness Index (DDCI). Through thepilot of 2018, the business community is really dissatisfied with this cost inmost departments and agencies in the province.

UCI index is an indicator tomeasure the trustworthiness of individuals and businesses for departments,branches and localities. Recently, this index has been paid attention by departments,branches and localities, focusing on improving to increase the reliability oforganizations and businesses. Accordingly, in general, UCI of the local blockis relatively balanced when the average of the block corresponds to the medianPCI. The DDCI transcript in 2018 also indicated that Phu Yen enterprises werereally dissatisfied with UCI with most departments in the province. Therefore,in 2019, departments and agencies must continue to focus on improving thisindex.

According to Dr. Nguyen DucNhat, Head of the DDCI Research Group in Phu Yen, for the department, even theleading team of the group only reached above average score of 7. And the unitranked at the bottom of the score below 4, showing that Phu Yen province needsto study and control this issue. Through research also shows that the overalllimitations of the local block do not have UCI index. This proves that thelocal block has made efforts to improve this index.

Tuy An is one of the threelocalities that are most appreciated by the business community in UCI control.Chairman of Tuy An District People's Committee Bui Van Thanh said: “In order toachieve this index, in the direction, we always remind officials, publicservants and employees to be really transparent and public for all kinds offees for organizations and individuals. At the same time, instructing thePeople's Committees of communes and townships to check, review and step by stepimprove the quality in the formulation and promulgation of local legaldocuments; At the same time, attention should be paid to self-inspection andreview of promulgated documents. In the coming time, the district continued tocare about this index to maintain the leading position of DDCI ”.

Dr. Nguyen Duc Nhat added:Improving the transparency index is also an important factor to support andimprove the UCI index. In Phu Yen, most administrative procedures related tobusinesses, people and related information are publicly posted; receiving andresolving dossiers at the provincial public administration service center andthe receiving and returning sections of localities. This limits the harassment,long-term businesses, thereby contributing to improving UCI index.

In addition, in order toimprove the business environment, attract investment, both sectors also payspecial attention to improving the index of legal institutions and security andorder. “In 2019, Phu Yen needs to continue promoting propaganda on improvingthe investment environment, improving the competitiveness and DDCI index ofdepartments, sectors and localities; promoting support solutions, accompanyingenterprises, especially for small and medium enterprises ”, Dr. Nguyen Duc Nhatemphasized.
